Energy

• Change in electric power legislation to allow for more outside investments

• Due to the enormous demand for energy, the U.S. should engage in further exploration of energy resources in Mexico and Canada.

• The Mexican government sees the energy situation becoming a central issue along with immigration in the bilateral relationship.

Trade

• Improve situation for specific groups in Mexico

• President Fox initiates a "wish list" from his ministers. He then orders, analyzes and discusses the issues with President Bush.

• President Fox and President Bush should continue to meet on a regular basis to discuss trade issues.
